Indeed he had and the 2nd one shouldn't be there either! Read a good piece by Kevin McStay (I Times, Sat) which you would enjoy TC - will post on relevant thread - if I can find one.

I read somewhere that the state have a lien on any insurance cheque in the event that someone has not paid household charge or septic tank registration

Those oul' freesheets are full of spoofology. We remain rooted in the Unpaid sector here despite getting cute little perforated missives (One for each of us to peruse by the fire) from some minion in the Council.
It was a grand cute wee notice. He "noticed" that Boxty nor Nanny Boxty hadn't paid and encouraged us to "get in touch"...
